Quanto vale il marchio bio? Un’indagine edonimetrica Organic Eprints
Zanoli, Raffaele; Naspetti, Simona; Hamm, Ulrich; Janssen, Meike.

RISK ASSESSMENT IN EU ORGANIC CERTIFICATION SYSTEM: A SYSTEMATIC LITERATURE REVIEW Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele.
This paper gives an overview of the recent studies on risk-based inspection in EU organic certification systems with the aim to evaluate the most relevant risk factors or farm types that are more likely associated with non-compliances. We have conducted a systematic revision of the literature regarding risk based certification in EU organic farming. Our analysis provide a new systematic approach yielding a structured qualitative summary of the results of the publications.

Scenario of the organic food market in Europe Organic Eprints
Zanoli, Raffaele; GAMBELLI, DANILO; Vairo, Daniela.
Scenario analysis is a qualitative tool for strategic policy analysis that enables researchers and policymakers to support decision making, and a systemic analysis of the main determinants of a business or sector. In this study, a scenario analysis is developed regarding the future development of the market of organic food products in Europe. The scenario follows a participatory approach, exploiting potential interactions among the relevant driving forces, as selected by experts. Network analysis is used to identify the roles of driving forces in the different scenarios, and the results are discussed in comparison with the main findings from existing scenarios on the future development of the organic sector.

Stakeholder assessment of agricultural policies regarding organic farming: synthesis results from 11 European countries Organic Eprints
Haering, Anna Maria; Vairo, Daniela; Zanoli, Raffaele; Dabbert, Stephan.
The accession of new countries to the EU has combined two very different patterns of organic farming development under a new and unique market and policy framework. An approach to policy learning and innovation that addresses the unique situation of the organic farming sector in the recently enlarged European Union is presented. Part of this effort in bringing together stakeholders of the organic farming and general agricultural policy sector within the EU, was a series of one day-workshops in 11 European countries (AT, DE, DK, CH, CZ, EE, HU, IT, PL, SI, UK) with the objective of formulating policy recommen¬dations for the development of the organic farming sector. Close personal contact of participants in these workshops provided a platform to exchange...

Strategies to improve quality and safety and reduce costs along the food supply chain Organic Eprints
Stolze, Matthias; Bahrdt, Katja; Bteich, Marie-Reine; Lampkin, Nicolas; Naspetti, Simona; Nicholas, Phillipa; Zanoli, Raffaele.
The paper aims at contributing to a better understanding of the linkage between supply chain performance and possible performance improvement with respect to food quality and safety. Therefore, the paper addresses the question whether the level of collaborative planning and close supply chain relationships could help improve quality and safety of organic supply chains. The three main weaknesses in the performance of European organic supply chains identified are high logistic and transport costs, the level of input costs and low expenditure on research and product development. While we found a high level of collaboration for information sharing, there is almost no collaboration with respect to joint decisions on optimal order quantity and inventory...

Synthesis and final recommendations on the development of a European Information System for Organic Markets. = Deliverable D6 of the European Project EISfOM QLK5-2002-02400 Organic Eprints
Rippin, Markus; Vitulano, Susanna; Zanoli, Raffaele; Lampkin, Nicolas.
Executive summary European markets for organic products are growing rapidly, but the market information available in most European countries is woefully inadequate. Often only very basic data such as certified organic holdings and land area are reported, and sometimes not even individual crop areas or livestock numbers. Important market data, such as the amount of production, consumption, international trade or producer and consumer prices, do not exist in most European countries. In some European countries there are only rough estimates of the levels of production and consumption. There is no standardisation and data are seldom comparable. Furthermore, detailed information on specific commodities is missing. Hence, investment decisions are taken under...

The challenge of collecting and publishing data on organic agriculture worldwide Organic Eprints
Willer, Helga; Lernoud, Julia; Zanoli, Raffaele.
Globally, organic farming continues to grow and, in many countries, has reached wide acceptance amongst farmers, consumers, market actors, policymakers, and the public. According to the latest available data (per 31.12.2014), 43.7 million hectares are under organic agricultural management, and this constitutes almost one percent of the global agricultural land; the global market is estimated to be 80 billion USD (Willer & Lernoud 2016). These data, which are mostly based on national data sources, are annually compiled by FiBL, which has been collecting and publishing data on organic agriculture worldwide since 2000. They are widely used and quoted by governments drawing up action plans for organic agriculture; researchers; market actors; market...

The potential of the new EU Rural Development Programme in supporting Organic Farming Organic Eprints
Häring, Anna; Stolze, Matthias; Zanoli, Raffaele; Vairo, Daniela; Dabbert, Stephan.
Background: In July 2004, the Commission presented a new proposal for a Council Regulation on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) for the programming period 2007 – 2013 which has been agreed upon in June 2005 (European Commission 2005a, Council of the European Union 2005a and 2005b). The explanatory memorandum of the new Rural Development Programme (RDP) presented by the European Commission mentions that after a period of reforms of the First Pillar of the CAP, now focus will be led on the reform of rural development policy. However, this does not mean a paradigm shift but rather a consolidation and administrative simplification making rural development policy more efficient and coherent (Wehrheim...

The quality of organic market data: providing data that is both fit for use and convenient Organic Eprints
Home, Robert; Gerrard, Catherine L.; Hempel, Corinna; Losták, Michal; Vieweger, Anja; Husák, Jakub; Stolze, Matthias; Hamm, Ulrich; Padel, Susanne; Willer, Helga; Vairo, Daniela; Zanoli, Raffaele.
Members of the organic supply chain need high-quality data to make correct investment decisions, but data with sufficient depth and quality are not widely available in Europe. The quality of available data is a key concern for both data collectors and data users. The aim of this study is to identify whether the commonly used quality attributes (accuracy, coherence, comparability, timeliness, punctuality, accessibility, relevance), which have been developed from the perspective of data collectors, are also appropriate from the perspective of end users of organic market data. A further aim is to assess whether the data quality needs of end users are being met by the existing data. The results of two surveys carried out in Europe, one of data collectors and...

Un sistema di certificazione risk-based per i controlli in agricoltura biologica: un’applicazione tramite Bayesian networks. Organic Eprints
Gambelli, Danilo; Solfanelli, Francesco; Zanoli, Raffaele.
The existing method of certification in organic agriculture system, which requires a periodical inspection for all the operators, is inefficient due to the high cost of these controls. A risk based decision support system, that could assist the inspection body during the planning of the annual inspection visits, is advocated to be more cost-effective and efficient. The risk based decision support system is constructed as a Bayesian network; the models incorporate the factors that influence risk of irregularity and analyse their effects by determining probability of non-compliance. Empirical findings using a sample of Italian data on inspection of organic farms, support the idea that the current risk categories used by control bodies in Italy are...
